If your electrical wire that feeds your submerged pump come exposed in the well can you get shocked in the house?

If your electrical wire that feeds your submerged pump come exposed in the well can you get shocked in the house?

I guess it is possible if you don't have a good ground for the house. But normally if you have a short in the well it goes to the earth ground, which a well can be it's own earth ground.
