Enclosing FSP finished screened patio in cinder block

Hello,

I am done with replacing screens after every windstorm, and want to enclose the 190ish soft porch,
16x12 roughly

Its currently in the plans as FSP, Finished Screened Porch

Home is CBS, from mid 60s, in Florida.

I already have house roof extending over the porch, and concrete slab under it.

Have couple of questions about this:


Code requires steel rod and poured concrete every so far, and around windows. How are rods inserted into the CBS considering I have existing roof overhead?

How do I tie CBS into 4" wide wooden beams that hold the roof horizontally, up high?
