I just noticed the Op specified electric , Ive changed many gas water heaters in cabinets of cource all in UPC . I dont see a restriction to a cabinet or a kitchen .Electric WH only.
originaly I accidently had writen an answer missing that it was clearly electric. I included COMBUSTION AIR, and CLEARANCES . Whats your excuse for talking about gas heaters ?
The water heater needs to have access to the water connections, electrical connections, the heating elements and the t&p. The temperature and pressure relief valve needs to be piped to a a proper drain or to the outdoors properly. It should sit in a pan with an alarm in case it leaks since its in a location that won't be readily visible for regular inspection.
