Drywall access panel for valves ...in boiler room?

Hi,
I'm planning to enclose my boiler in a room. There are a few shutoff valves (for water service to an upstairs bathroom) located high up in this room, above the proposed ceiling and between the ceiling joists. My first thought was "No problem, I'll just install a plastic ceiling access panel!" like the "12 in. x 12 in. Plastic Wall or Ceiling Access Panel" from HomeDepot. But, then I started thinking: a plastic access panel is not fire rated like the 5/8" drywall I'll be installing on the boiler room ceiling.

Any suggestions?
Am I obligated to move the valves down (lower than the ceiling), or even out of the room?

Recommendations appreciated.
