Drains on Water Supply

We're getting ready to install the potable water supply lines in our new home. We plan to install a drain (hose bibb or boiler drain) on the supply line prior to the pressure tank, just after the line enters the basement. We also are installing a PEX Manabloc and have considered putting a drain on the bottom of it (since it has two cold water inlet/outlet ports and we only need one). When I purchased fittings at the plumbing supply store the salesman mentioned something about plumbing code or inspection issues associated with these drains. I didn't ask for clarification and don't remember the issue but I wanted to ask here if anyone knew of any regulations concerning installing these drains.

Does it matter whether you use a "hose bibb" or a "boiler drain" as they seems to be similar in design and operation?

Are there any extra steps involved in testing the system if these drains are installed?

We do not have a "drain" in the basement slab, so any water drained from the supply system would have to exit via a bucket or hose connected to a drain. We do have a walk out entrance/exit so a hose could be used to transport water to the outside.

I realize that state codes vary (I'm in NC) and I will ultimately call my inspector with this question, but I like to learn as much as I can before I call them.

He may be talking about a vacuum breaker on the faucet.
If a hose is attached, and those have hose threads, they like to see a breaker.
Most hardware stores don't have those kinds. I can get them at plumbing supplies.

Thanks Terry. That's exactly what it was. I bought the fitting from my plumbing supply place - HD Supply. There's a great salesman there who has been extremely helpful and patient with me (a DIYer). Their prices have been great too. Thanks again for the advice. It helps a lot to know what to ask for.
