Delta Valve Stops ID and Function

I have a Delta 1400 shower trim which probably was installed before 2006. I'm trying to turn off the water at the valve (shower/bath) before removing the handle to access the valve body. It looks like the valve has stops left and right. Could someone confirm from photos that these are stops and also identify the model valve if possible. Other Questions: The left stop turns with a screw driver but the right one is stuck. I've sprayed PB Blaster and waiting now to see if that frees what I think is stop. The handle set screw is frozen after repeated attempts to loosen so I'm planning to drill it out after the water is turned off. I'm in a condo and do not have easy access to turn off water to my unit. Would really help to be able to turn off water at the at the valve THANKS!

they are screwdriver stops and typically are multi-turn, not quarter turn.
You'd have to rebuild that sticky stop. spray liquids never work.
so unfortunately, main needs to be turned off before rebuilding, which would just be taking the nut off and taking apart and rehab with silicone plumber's grease on the threads and perhaps a washer.
