Delta Kitchen Faucet 172-WF water flowing issue for the 1st 10 seconds help needed

I have a Delta Kitchen Faucet Model 172-WF which the model information was provided to me by Delta Faucet Customer Service many years ago. I have a problem which had been since I bought the house in 2009 and now where it seems that when I turn the faucet on, for the first 10 seconds, water would flow out below the handle so it is not a leak, otherwise it would continue for more than 20 seconds with the faucet running. Delta said only RP4993 is really needed while RP3614 as a repair kit has other things in it, none of the other items other than the spring and the rubber seals could be used other than the tool. I did buy RP3614 and replaced the 2 rubber seals and the 2 springs but have the exact same problem as before I replaced them. Does anyone know what else I can try since it seems Delta said it is not a cartridge issue.

Replace the cam and packing. It's the grey piece with the triangle opening for the stem.

What does this adjustment look like?

castellated ring that you need a tool to rotate. The tool comes with many Delta parts kits.

It's part of RP3614

If you use the grey cam with the triangle center you need to remove the castellated adjustment ring completely.

I recall I had to take that ring off and also had to put it back on and I did tighten it. I notice the problem seems to be random, it does not happen each time I turn on the faucet, only like maybe 1 in every 5 times I turn it on.
