Delta Faucet Question (is it broken?)

Hi all - I installed a new vanity in my basement bathroom, and have a faucet question.
I went to Home Depot and bought a single handle Moen faucet and it was leaking from inside the faucet, where the copper tube brings the water to the spout (looked to be cracked). I returned it, and got a new Delta faucet.
I installed the new faucet, and everything was fine, then I noticed water falling inside the vanity cabinet. It looked to be coming from the faucet, again. I took the spout off, and saw this. I don't have a ton of plumbing/faucet experience, but 99.9% sure it is broken, but wanted to confirm before I bring another faucet back because it is faulty.
