Crystals clogging shower heads and aerators

Hi
I'm having trouble with particles, perhaps corrosion crystals, clogging showerheads and aerators. The house is on city water, pex plumbing, demand hot water with a small electric buffer tank. My suspicion is that the anode is corroding and throwing crystals into the system. Any ideas?

The crystals tend to have a blue green color which is not very visible in this photo.

I have determine that they come from the hot water side. My suspicion is the anode in the electric buffer tank. Should i remove that tank?
