I am finishing my basement and had someone do the rough in plumbing for the bathroom (sink, shower, toilet). I started finishing the plumbing for the sink today and for some reason whenever I turn on one of the water lines, it runs out both sink lines. Anyone have any suggestions? The only thing I could think of is its an issue with the shower value and the water is transferring to the other line through there. Is that even possible? Any help would be appreciated!

I will guess that he used a Delta valve body and has not installed the core yet.
