Closet Flange into Combo Wye

Is it ok to have a closet flange go directly into a combo wye? See pic. I did a lot of searching but did not seem to find this case. Wondering why. I want to use this configuration so I can put in a cleanout. I want to make sure I have it right before inspection.

A combo or a wye will work there.

In my town a combo wye has never been sold here before
