Close cold air return in basement with radiant heat

My parents share a house with my sister and brother in law. The furnace only heats the upper floor and is located in basement utility room under front porch. Exterior walls are ICF. There is 2 large floor returns on upper floor. The basement is heated with under slab radiant heat.
I am renovating my parents kitchen and would like to move the dishwasher where the only cold air return in basement is.
Ideally could/Should I eliminate this vent?
Or, could/Should I move it to the ceiling above the upper cabinet?
