91% rubbing alcohol takes it off right away, however can rubbing alcohol damage PEX pipes at all, by making causing them to crack or something?

If the pipe is installed, I'd check with the manufacturer. If it's not, I'd discard the sections with paint (or if it's been exposed to sunlight). My understanding is that PEX is sort of transparent to many chemicals, and it's possible that chemicals from the paint have penetrated the PEX.
