We travel a lot and turn of the hot water tank and the water when leaving. Is there an electric/water cutoff that will turn off the water by flipping a switch? I need a valve that is normally closed and only opens when 115 volts is applied to it.

Do a Google search for Water Cop. Oh, heck, here it is. http://www.watercop.com/overview.aspx

Understand that if you have a concurrent power failure with your plumbing failure this won't work as it needs power to turnoff the valve. You could add a manual switch to the sensor leads to drive the valve closed when you are going to leave the house vacant and then turnoff the power.

valve

ANY ordinary, (normally closed), solenoid valve will open with power and close when the power fails or the switch is turned off. Powered rotary ball valves will only open OR close when power is applied to the correct terminals, so they will remain in whichever position they are if power fails.

You might find something like a zone valve as used in heating - the motor opens them, but when power is removed, a spring closes them. Don't know if they make them for potable water. That means, though, that it requires power to stay opened.
