Is it fairly common to have chips on Toto drake tank? Just opened the package and noticed the tank is chipped on the underside where the bolts feed through. Is it common and should send back or proceed with install?

I don't think that's a worry.
TOTO supplies large metal washers for the underside of the tank, and the brass bolts that drop down from the inside have pretty large heads and rubber washers.
