Central Bathroom Exhaust Fan

With winter coming I started looking at the old bathroom exhaust fan we have in our house. It's in the basement and vents outside. Ducting is ran from 3 bathrooms to it. The two bathrooms on the second floor of the house it barely moves any air out of. I can hold a piece of toilet paper to the vent and it doesnt even move it. The one on the main floor it does actually move air out of. It's also kind of noisy.

I'd like to get some of the humidity out of the house. Can this be upgraded to something else that would work substantially better? I've included pictures of said fan.
