Bought new (outdated) house, and it has a bidet I want to remove. I assume I do it same as a toilet, however, instead of simply capping it with screw in flange plug I would there to be nothing higher than floor level. That is, I want the pipe plugged and covered level so it is not tripped over or kicked.

How should I proceed?

A stand alone bidet uses a 1.25" p-trap, or sometimes a 1.5" p-trap.
Open the floor and cap off below the floor level. Then fix the floor.

When I remove the bidet, will I find a flange and wax ring as on a toilet?
If I do, and simply cap it, wont the top of the cap be higher than the floor?

Bidets are not toilets.
Though most countries have bidets, the US have very few. They install more like a lav or sink in a bathroom.
They use the same drain as a lav, and need hot and cold water supplies. They are for washing, not pooping.
Pooping is done in a toilet.

I see. A p-trap is the curvy pipe below any sink, right?
What type of cap will these accept?
Or more accurately, what do I ask for when I walk into Home Depot?

Yes, but yours is probably under the floor. HOW you cap the riser depends on how the bidet is attached and you will not know that until you remove it.

Hi!
when your install non-electric bidet you must remove toilet seat and put bidet under the toilet seat. And then you fix it together
the first time I have a bidet. I don't know how to install it to my bathroom
