Can Sink be installed to washing machine outlet box w/o washing machine?

There is a washing machine outlet box installed on the second floor of a four story town home (I occupy the first and second floor duplex). I guess the landlord had it installed during renovations 3 years ago. There is no washing machine. Rather I would like to turn the large closet it is installed in into a kitchenette counter space, some appliances like microwave, air fryer, mini fridge, and I would like to have a sink (it could be a utility sink or whatever works and is affordable). Can I install a sink using the washing machine outlet box? There will be no washing machine, just the sink.

The wall would have to be opened. WMs are required to have a two inch drain pipe, so, yes, if the drain is two inches it can be done.
The p trap for the WM box will have to be removed and the Tee changed too.

Sometimes people add a tee on the washer standpipe to add a sink.

What about a small electric water pump? Would I be able to pump the water up over and into the standpipe via a pump?
