I have a previous 240 volt 30 amp line for my old water heater and just purchased a 120 volt water heater.
Can I use the same line for the installation of the new water heater?

You probably can use the same line by rewiring at the panel and will need to change the breaker to the correct size.

It's okay to have the wire be larger than needed (up to a point, big wires don't always fit, but if allowed, it's fine). You do need to swap the breaker and rewire the panel.

You would only use ONE of the two power lines for the feed, the other one would be rewired, and marked, as the neutral. you would not need the 30 amp breaker.
