I believe I have 240 volt service into my home, tho it might be 220 volt. But I have a chance to pick up a new Rheem-Ruud 208 volt water heater for a great price. Will it work OK? Or should I change out the heating element in order to be safe?

You will need to change out the heating element. You don't want to supply a higher voltage than the current element is designed for.
