Building a raised shower in high rise condo

Hello!

Please don't crucify me I know the general consensus here is to stay far away from raised showers but this situation has got me all tied up.

Primary issues: Homeowner lives on 4th floor of high rise condo with concrete subfloors and wants to construct a new walk in shower. The building has not been much help and it looks like they won't approve us cutting into the subfloors.

With that being said, our next plan is to build a raised shower we have 5 feet from the wall to the jacuzzi tub that has an access panel. How much room do we need to keep between the access panel and the step up riser? What is the minimum riser depth we can have (10"??)? Definitely open to alternative ideas. (ignore the floor drain - not sure where my draftsman got that from)
