Boiler won't kick in . Relay switch DPDT-ARGON won't engaged when thermostat call for heat

have a burnham boiler series 2 hydronic hot water.

There is 2 circulator pump. 3Thermostat, 2 zone valve taco.
One board inside the boiler. The other opposite side outside the boiler.

2nd floor
One supply the heat for the kitchen and living room. There is 2 zone valve taco 3 wires , 2 thermostat for this floor (2nd) . This floor is control by a switching relay DPDT. Model AR 822- Argon.
That is located on the outside part of the boiler.

I can't get the boiler to turn on.
Neither the relay will close. Neither the zone valve will open or the circulator pump running.
I replaced both thermostat kitchen and living room
Still nothing happen.

3rd floor
The other circulator pump supply hot water for the heater in the bedroom at the 3rd floor. Have not zone
valve.
3rd floor have it on thermostat. Going to the squastast board inside the boiler
This one turn the boiler on. without no problem.

When the boiler was running. By the thermostat on the 3rd floor.
I put the zone valve on manual position And apply power to the circulator pump.
And then hot water star Flow to the 2nd floor.

(This valve zone taco aren't control by the 3rd floor thermostat) neither the circulator pump that goes to the 2bd floor
This are the components with the problems.

Brown wire goes to circulator pump to supply power to it. When the relay close.
