Is there a common height you would come out of wall from finished floor. Also the distance from stud or finished wall. I will be running lines thru floor and also out of wall

Finn tube baseboard? The cut sheets from the manufacturer will have ranges that are recommended for air convection. It's not super crucial, but they'll show a range that'll helps make sure air can circulate through the fine. You should be able to find it pretty easily at slantfin.com for example.
