My understanding is no. The top thermostat and element get priority. Once that is hot enough, the bottom element gets power.

It depends on HOW it is blown. In one case, it will continue to operate with 120 volts, and could operate "forever", bypassing the thermostat and the lower element, thus overheating causing it to "trip" again.
