Black pipes sticking out of garage wall

There are two 2" black pipes stubbed out of the wall in my garage. There used to be a water softener here that I think was hooked up to the top piipe via the garden hose sticking out of it (see attached photo). Are these drain pipes? I want to install an ice maker and need a drain and hoping I can just tie into these. Also, can I use the old pipes that were connected to the water softener as the water source for the ice maker?

I would expect your house water supply (not hose spigots) passes through the upper loop.

I suspect that is dirty copper rather than black. A damp rag would clear that up.

The part hanging down, not sure. Trap filler?
