BK Mueller stem

I have a BK Mueller frost free quarter turn sill cock that was spinning freely when I moved into the house this last fall. With better weather I decided to take it apart and discovered that it is sheared off from the last two inches or so where there appears to be some threading. I can see a small plastic fitting and the base of the remains of the stem approximately 8 in back into the silcock. Is anyone have any advice on how I can remove that last section of the stem so that I can replace it? I am trying to avoid replacing the whole sill cock as it is above the ceiling and the finish part of my basement with no access.
