Best way to clean minerals and stuff in water tank

Guess the fact that I had not climbed up and looked inside my water tank in three years says how much I really did not want to know what I might find. When I did yesterday, I could see a lot of white sediment everywhere (dried on floats, coating side walls and floating on top of water). I did not think the air inside the tank smelled badly. I have a soft water system between the well and the tank and I have reverse osmosis inside the house for drinking water, but no other filters or anything between tank and water outlets in the house. How does one clean the inside of the tank? Get a screen with a handle and scoop out the floating stuff? Anybody know how to do this? Thank you.
