Bathtub stopped up- unable to remove drain plug

So my bathtub stopped draining. I have a push pull drain plug that I was able to remove. Once removed I see the metal frame below that won’t budge. How can I access the drain if this piece doesn’t move?

You normally snake from the overflow, not the drain at the bottom. The overflow drops straight down into the p-trap. Where you want to snake is a few inches from the santee, which is just above the p-trap. That's a lot of bending for the cable.

If you still want to remove the drain, something like this.
