Bathroom sink handle leaking.

I have a bathroom sink faucet handle that leaks when the water is turned on. I do not know the brand name. I removed the top cap, unscrewed the screw that runs vertically down the middle, and pulled off the handle. This is a s far as I got (see picture). What do I do next, remove the white tab from the handle or unscrew the bell shaped piece below? I tried both steps and both seemed to be wedged tightly in place. Thanks, Ron.

that :D: shaped stem is common to Delta, Moen, and Valley faucets, however, I have not seen any of them use that type of connection to hold the handle. It could be some "third party" manufacturer using one of them as a base and installing their own trim. Remove the bell housing and then the stem and give us a picture of it. If it is Moen, it may have a retainer that requires a special tool to remove it.
