Basement Rough in Confusion

This is the Rough In piping in my basement. I have figured everything out as shown above except for one plugged pipe flush with the ground. It is circled in the picture above. I do not think it is the bathtub drain because I was told the drain for the bathtub is under the concrete next to the vent for that tub.

What is the plugged pipe in question?

Do you know if I have to make it accessible or can I put it inside the wall?

If you want to cut the floor and dig up the line to rework the location of the cleanout, you could do that. Most would just leave it there and finish the cap in the floor with an appropriate cover.

A cleanout can be inside a wall, but you have to have access to it, so you can't enclose it inside the wall. Install an access through the drywall.

I am thinking of putting a kitchen cabinet with a sink over top of it. Can I just leave it exposed under the sink?
