Basement Apartment DWV Layout

I am replacing the cast iron sewer piping in my basement with PVC. This is to correct some issues and add an apartment space in my basement.
In the future I will also be moving the kitchen on and master bath on floor 1. I think I have most of the DWV figured out but I have a couple questions.

1- Do I need to add a vertical vent for lower kitchen sink or does 3" stack work as vent?
2- If I don't do a vent for kitchen sink, can I come straight out of the wall with a long 90 to attach sink trap?

If you're in Washington State the 2021 UPC code w/ washington amendments are in affect. The drain stack from fixtures from one floor can not be used for a vent stack for fixtures below. The basement fixtures need venting for each trap.
