Bad motor on my Beckett AF?

I started my system up after changing out my 28+ year old oil tank with a new one. Bled the lines by gravity.

Started the burner and it chatters. Thinking it's a bad control I replaced the control.

Started the burner and it chatters and the lights dim in time with the chatter.

I'm thinking "bad motor?" Could it be anything that I'm not thinking of ?

What is the model of your unit ?

It says on the burner: Beckett A AF

Update: I bypassed the controls and ran the motor separately and it does not run so it's buy a new motor time, I guess
