Backup in Garage Floor Drains

Hello,

I have been having a no-flush problem with a toilet right off of my garage. I just tried using dish soap and hot water. The clog remains unresolved. I went into the garage to fill a bucket to dump into the toilet and I saw my floor drains overspilling. Clearly the clog isn't the toilet, but the waste line. I didn't think a waste line would allow open grates like my garage floor has. Is this a normal waste line config? Next, I will have to either attempt to power snake the line or pay someone. Is this something that is DIY by removing the grate covers? I have a little experience with plumbing, but I am no expert. Any help would be greatly appreciated.
