Attaching NM-B wire to rigid sheet foam

To meet energy code, I'm having to fur out the below-grade section of my foundation wall with 3" rigid foam, and will then use 2x3 furring strips over the foam 16" OC.

Does it meet NEC to attach the NM-B directly to the foam? Thought being that I'd be able to use an 18" cu in 1.5" thick new work box for the receptacle, and run the wiring up the foam, versus the furring strip, to ensure I get the 1.25" of clearance required.

Are there other options that would be code compliant, other than conduit?
