Aligning electrical boxes with drywall

Hi. When installing metal electrical outlet boxes (per photo), is the box supposed to be aligned with the face of the framing at point #1, or point #2. I've used point #1, with 1/2" sheetrock and 1/2" deep metal covers, and when I install sheetrock and cut out the outlet, the metal is too far recessed within the sheetrock such that I've had to take the whole sheet down and switch to 5/8" deep metal covers. Am I doing something wrong?
Advice appreciated.
