Air Control Valve modification

I have an old large bladderless Vertical tank with an ACV approx /1/2 the way up the tank. It doesnt work and is not starting to leak. I have a replacement Penn F93B-1 valve but the old hole in the tank is too small to get it in. I am considering glueing/soldering/welding the old float shaft to the new ACV. What can I use to do this?
