Adding ground wire from old 2-prong outlet to copper pipe - code compliant?

Seems some folks have only read my first post which was just an initial question.

Thx Stuff who posted NEC code 250.130(C).

My finalized plan is to get the ground from a new grounded circuit (thx jadnashua for reminder on circuit extension) since this is allowed in 2014 NEC code version, as I do want to add new outlets. and it's both convenient and more direct to get the ground from a new circuit than from the (first 5 ft of service entrance) copper water pipe (functionally both should perform same if water piping is bonded properly to the neutral in the main panel).

On running NM cables in the crawl space, NM cable is allowed in a dry crawl space will just need to follow the way to do it in NEC 334.15(C):

334.15(C)
(C) In Unfinished Basements and Crawl Spaces. Where
cable is run at angles with joists in unfinished basements and
crawl spaces, it shall be permissible to secure cables not
smaller than two 6 AWG or three 8 AWG conductors directly
to the lower edges of the joists. Smaller cables shall be
run either through bored holes in joists or on running boards.



Some might say crawl space is damp but in the Mike Holt's forum post the NEC experts didn't seem to assert that on NM cables in the crawl space (in the end, it'd most likely be a discussion with the local inspector).
