Acceptable use of low heel elbow in vent stack?

Hello - due to space issue I would like to use this configuration in my vent stack. The picture is in the correct orientation during use. Left 3” is existing vent to roof. Right 3” is new toilet vent. 1.5” on elbow would route to single sink for vent.

Does this look legal? I have a permit for the work and the city will do a free consultation but that means I need to take vacation time from work so looking for advice.

The fitting on the left looks like a water fitting, not DWV.
The lo-heel used as a vent at 42" above the floor is fine. If you need to keep things tight on the vent connections, you can also stack some wyes.

One way I keep things a little tighter.
For a toilet, I normally vent them with 2".
