15” side clearance of toilet, measured to shower curb or shower glass?

Per applicable plumbing codes, you have to have 15” side clearance measured from the centerline of toilet. I have a shower directly to the side of the toilet. To be code compliant and as measured from the toilet centerline, do I need minimum 15” of space to the shower curb or shower glass?

The intent of the law is to have shoulder room. Now, how that is interpreted by the local inspector may be up to chance. Personally, 15" at shoulder height would be fine by me, but I'm not your inspector (or an inspector at all!).
