14 in rough in Toilet & Flange

I've got a home from the '50's and the rough in is not the standard 12 in of today, but 14in. What are my options here? Can I solve this without going broke? The cast iron soil pipe is in fine shape. I removed the rusted flange. Should I replace it with plastic or cast? What's a good way to get a good seal on that flange?
