1" Tubing and Hose Bibs Behind Bathtub Access Panel

I'm visiting my brother in Washington DC and came across something I've never seen before. Inside of the bathroom access panels is a piece of 1" tubing loose behind the bathtub that runs down to the basement bathroom where it connects to a trap between the floors. That trap is off of a wye from the upstairs bathroom drain/trap.
Also, in the upstairs bathroom, there are also gate valves on the hot and cold lines with hose connections.

Has anyone ever seen something like this before? If so, what is the reason for it?

A vinyl drain hose with a check valve and two spigots indicates to me that someone had a washing machine in front of that wall. That trap is probably dry and sewer gas could be leaking into the room. Cut the pipe after the trap and cap it off and it can be used as a clean out. two different ways you can do it. Glue a PVC coupling or a flexible cap. Secondly, since there is no purple primer on the glue joints indicates it definitely was done by someone as all they had was a drivers license.

Was the wall opened with a cover of sorts?

Sorry for the late reply. I think your assessment was spot on. I found out later that at one point the house was divided into upstairs and downstairs units so the washing machine connections make sense.

I ended up cutting after the trap and adding a cleanout. Thanks again!
