Cannot open the set screw - bathroom sink faucet

I need to change the cartridge of the hot water side of the bathroom sink faucet; however, I am unable to open the set screw. I believe there is a salt deposit at the set screw. Can you please advise if there is a way to open the set screw?

    Delta series 1400 Shower Handle

A while back a plumber moved the valve and the water only gets lukewarm, if that. I'm trying to remove the handle to get to the valve but there doesn't seem to be a set screw, and if there is my hex wrenches aren't doing anything. How do i remove it? In the image it may look like there are 2...
