    How does this shutoff work?

    Just came to a relative’s house in Florida and trying to shut off toilet water but no obvious valve, just what’s in the picture. I’m tempted to pull hard on it but it feels plastic and I’m afraid to break it. Any information on what this is and how to turn off? Thank you
