Dont change the faucet just yet. the cartridge wont work correctly if their is a restriction in that diverter.. I once ran new pex water lines to a delta 1700 faucet one time thinking that it was in the older pipes only to make a fool of myself...... and then I changed out the faucet...

If you got all the lines out of the concrete then you are ahead of the game... Pex really expands a lot ,, especially the hot lines.... I have run some perfect water lines along ceilings that were perfectly level to the eye only to watch the hot water side warp and bend it like spaghetti...

I have had to fool with a lot of these over the years... they can get nasty. Most have been broken off and damaged and have been a nightmare to repair especially on a concrete floor..... If your flange is still in good shape and not broken, Just use 3 wax rings and sort of mold them or stack...

They are not worth the trouble and possible aggravation... if the tank leaks a month out of warranty, then you have shelled out all that money and it cannot be salvaged ....and you are screwed I would just get another electric heater and put a water heater blanket on it and add an extra...
