Diverter Valve not working properly

I have a Pfister diverter valve that is leaking badly, a lot of water still comes out of the spout when it is switched to shower. I have just replaced the diverter stem and the seat, and the problem is only a bit better. I suspect that 30% of the water is still coming out of the spout. Can anyone suggest a fix?

Is this a newer home? Was the original ever working well?
