Septic Tank Water Tight Test

I’m in the process of replacing septic tank and drain field. One of the requirements is a water tight test on tank. You’re required to fill tank 2” above riser and hold water for 24 hours. Then you call for inspection. I’m having trouble figuring out how you seal inlet and outlet pipes on tank. Is there anything other than installing 4 4” plugs in both pipes? It seems like it would be difficult to reach down through riser and and access bottom of both pipes. Is there some kind of balloon you could inflate that would seal tank tee?

Cherne test ball with an extension to let you put in or take out air at a short distance.
