It is usually advisable to add a small amount (1/8 cup) of unscented chlorine (Clorox) initially to the brine tank, so as to sanitize the resin and softener internals. Since your water source is municipal, the water will be chlorinated so adding a sanitizer is not as critical. Unless there is a carbon filter located before the softener, the incoming flow will continue to sanitize the softener on an ongoing basis.
