    Just a thought make sure you use the voltage setting on the meter and not the continuity (ohms/resistance) setting. You would burn your meter up at the very least and could cause the battery to explode.

    You use the 90 degree column from table 310.16 for your derating. #12 is good for 30 amp in the 90 degree column. So it would be 30 x 70% = 21Amp you can use a 20 a breaker. A larger conduit does not circumvent the need for derating.

    Take the recessed can down and check the junctions in the j-box, espically the neutral connections. If you have one that is not made up properly they have been known to blow bulbs with spikes.
