TOTO Neorest anglestop

Have the toto supplied 1" anglestop with the 6 sided nut and the slotted screw in the middle. I tried to shut it off. First with the nut,second with a slotted screwdriver, couldn't budge either. Had a bit of a stoppage and I wanted to shut the water off before dealling with an overflow. Any advice on shutting off the frozen valve?

Those shut off with a flat blade screwdriver. Which Neorest do you have?

That is the one in the picture. Does the large 6 sided nut loosen before you can turn the valve off with a slotted screwdriver? It's so tight I was afraid of unscrewing the nipple from the wall.
