Substance forming under rim of low flow toilet

There was an earlier 2004-05 thread about a black substance forming under the rim of a low flow toilet. Everyone said it had nothing to do with low flow toilets. Here's my issue which started only after a low flow toilet was installed. It began with spots of a black substance forming under the rim of the toilet then upwards and onto the bottom of the toilet seat. It is not fuzzy, it is not mold which I am highly sensitive to, some of it looks almost papery. This has been followed by a greyish/whitish rubbery like substance that forms and sits under the rim, it does not "crawl" anywhere. Both are easily removed with toilet brush and cloth but come back again. We have lived here almost 20 years and this only happened when we installed a low flush toilet, also there is no issue with the toilet tank, only where the water comes out under the rim. Initially I thought it was some substance inside that didn't get removed during manufacturing process but this has been ongoing for several years now. Does anyone have a clue? I am so fed up with this issue!

we are on city sewer - I'm guessing when you say into the passages you are referring to the tank?

I would start by putting maybe one cup of liquid chlorine bleach slowly down the overflow tube, via a funnel.

I know somebody who uses slow release pool chlorine tablets in the tank, although he knows he is not supposed to. He figures he can replace the parts pretty easily.

The Fluidmaster Flush n Sparkle, and Kaboom Scrub Free bleach cleaners are good, because they go in series with the bowl-refill tube and dump the chemical down the overflow to the bowl. The Kaboom can be reloaded, not only from the product they sell, with a slow-dissolve swimming pool or spa chlorine or bromine product. They put no chemical into the tank water.

The downside is that they pass the refill water through the gadget and more tubing. So it is possible that they could reduce the refill. If you used a refill with an adjustable refill rate, you may be able to compensate.

Just installed Fluidmaster few days ago, pretty easy, no problems. Refills work like a charm. But I can't find a replacement automatic toilet cleaning system.

What is it you are looking for? Refill bleach cartridges for Flush 'n Sparkle?
